One of the six third-country nationals who requested to return to their birth countries has been repatriated, while arrangements are underway for another to leave Saint Lucia.
Prime Minister Philip J. Pierre confirmed during Monday’s Pre-Cabinet press briefing that the first individual was repatriated on September 15. Four others will remain in Saint Lucia for the time being as authorities work with their respective embassies and international partners.
The Government has also appointed a coordinator to maintain direct contact with the third-country nationals and their embassies and to assist them with housing and, where necessary, employment.
Pierre said the coordinator’s responsibility is to remain “in constant contact with these people” and their embassies while helping them navigate their needs during their stay.
The individuals are currently being accommodated at a guest house as arrangements surrounding their circumstances are addressed.
Pierre stressed that the third-country nationals “are not being accused of any crime” and called on Saint Lucians to approach the issue with empathy.
He noted that Saint Lucians living abroad could face similar circumstances, warning that “we cannot gloat about it because it is a real situation.”
The Government of Saint Lucia is currently covering the cost of accommodating the individuals, although Pierre said the United States has agreed to provide assistance.
“The Americans have agreed to give assistance, but right now the government is paying,” he said.
Pierre confirmed that financial assistance has already been provided by the United States but did not disclose the amount, citing ongoing negotiations.
Saint Lucia is among several Caribbean countries participating in the United States Third Country National programme, under which migrants from countries other than the receiving state may be temporarily transferred while arrangements are made for repatriation or other immigration outcomes.
Government officials have maintained that individuals accepted under the programme undergo security screening before arriving in Saint Lucia and are not being transferred to the country to serve criminal sentences.
Authorities have also said the arrangement involves cooperation with the United States on logistical and financial support while Saint Lucian officials coordinate accommodation, welfare and communication with the individuals and their respective embassies.
