Saint Lucia Importers Can Now Get Customs Answers Before Their Goods Ship

Must Read

Saint Lucian businesses can now ask Customs to settle two questions before they import goods: how the goods will be classified for tariff purposes and which country Customs will recognise as their place of origin.

Under the new Advance Ruling Regime, traders can apply to the Comptroller of Customs for a formal, binding decision on tariff classification and origin. The change gives businesses an opportunity to factor those decisions into their costs and purchasing plans before goods arrive for clearance.

The regulations took effect on October 12, 2026. The Department of Commerce and the Customs and Excise Department held a soft launch four days later at the Government Information Service studios, bringing together traders, public officials and members of the National Trade Facilitation Committee.

Comptroller of Customs Sherman Emmanuel said the system is expected to help businesses comply with customs requirements and get their goods cleared faster. Resolving questions about classification and origin in advance could also reduce disputes at clearance.

Commerce Minister Dr. Ernest Hilaire said the measure is part of Saint Lucia’s efforts to make it easier to do business and encourage trade and investment. The reform implements part of the World Trade Organization’s Trade Facilitation Agreement and received support from the World Bank Group.

The Customs and Excise Department says it will work with traders and other stakeholders to raise awareness and encourage use of the system. For businesses weighing an order, much of its value will depend on getting a decision in time to act on it.
