Man in Viral Threat Video is Saint Lucian Deportee, Not Part of TCN Programme

The Ministry of External Affairs has moved to address public concern over a disturbing video circulating on social media, confirming that the man seen making references to violence against himself and members of the public is a Saint Lucian national deported from the United States in 2023, not a participant in the Government’s Third Country National (TCN) Programme.

The clarification comes as the video gains traction online, with the individual expressing frustration about being in Saint Lucia while making statements that have raised concerns about public safety.

According to the Ministry, inquiries conducted with the Royal Saint Lucia Police Force (RSLPF) established that the man is Saint Lucian by birth and was deported from the United States to Saint Lucia in March 2023.

The Ministry stressed that he is not a third-country national and has no connection to the recently announced TCN Programme.

It acknowledged the concern generated by the video, particularly given the seriousness of the statements, and said it is continuing to work with the RSLPF and other relevant authorities to determine what action may be appropriate.

The clarification also comes amid heightened public discussion surrounding the TCN Programme.

External Affairs reiterated that individuals accepted under that programme are subject to established screening and eligibility requirements, with safeguards and national security considerations forming part of its implementation.

The Ministry said authorities are treating statements that could raise public-safety concerns seriously and reaffirmed the Government’s commitment to protecting the safety and security of Saint Lucians.
