Pierre Defends Saint Lucia’s Crime Laws, Says Some of Region’s Toughest Penalties Already Exist

Prime Minister Philip J. Pierre says Saint Lucia already has some of the strictest criminal penalties in the Caribbean, as public debate continues over whether tougher legislation is needed to combat crime.

His latest comments come amid widespread public outcry after the Courts ordered David Charles Mulvany, a British national residing in Laborie to pay a fine of $15,000 after a rifle was discovered concealed within a shipment on the Vieux Fort Port.

Responding to questions from reporters Monday, Pierre argued that the issue is not necessarily the absence of strong laws but rather broader questions surrounding their implementation and interpretation.

“Saint Lucia has some of the strictest laws in the region,” Pierre stated.

The Prime Minister pointed to life imprisonment provisions and other severe penalties already contained within existing legislation.

“The question is why aren’t these laws manifested? I can’t answer that question,” Pierre said.

Pierre also highlighted the constitutional framework within which legislation operates, noting that laws passed by Parliament can be challenged through the courts.

“There is a clear separation of powers,” he explained.

The Prime Minister disclosed that Police Commissioner Verne Garde has indicated his intention to propose additional crime-fighting legislation.

“I had a discussion with the Commissioner of Police and he says to me that he will be proposing some new legislation. I await his guidance on that matter,” Pierre revealed.

The comments come amid ongoing public concern over violent crime and increasing calls for tougher measures against criminal activity.
