Saint Lucia’s Labour Act is heading for a major review, with government moving to modernise the legislation that governs the rights, responsibilities and relationships of workers and employers across the country.
The Department of Labour, Co-operatives and Consumer Affairs has begun what it describes as a comprehensive review of the Act, aimed at ensuring Saint Lucia’s labour laws keep pace with an evolving world of work.
A-Z Information JA Limited has been contracted to provide technical expertise and guide the revision process, which has already moved into stakeholder consultations.
Representatives of the Chamber of Commerce, Saint Lucia Hospitality and Tourism Association (SLHTA) and civil society have participated in virtual engagements, while former parliamentarians have also been consulted. Among them is former Prime Minister and constitutional law expert Dr. Kenny Anthony.
The consultation process is expected to widen, bringing several other organisations into discussions over what could ultimately change within Saint Lucia’s labour framework.
Acting Deputy Labour Commissioner Nicolai Lansiquot said upcoming consultations will include the National Insurance Corporation (NIC), Medical and Dental Association, Invest Saint Lucia and the Vendors Association. Importantly, members of the public will also be given opportunities to have their say.
The review will examine areas of the existing Labour Act that may need to be strengthened, clarified or modernised. Those findings are expected to shape proposed amendments as well as supporting regulations.
Face-to-face consultations are also planned as the process advances, allowing stakeholders to examine recommendations and the legislative framework in greater detail.
According to Lansiquot, the ultimate objective is a modern labour framework that strengthens workplace protections and responsibilities while improving compliance, fairness and industrial relations.
For workers and employers, the review could therefore have significant implications for the rules governing Saint Lucia’s workplaces. Exactly what changes will emerge, however, will depend on the consultation and legislative review process now underway.
The Department is encouraging stakeholders and the wider public to participate, with further details on opportunities for engagement expected to be announced as the process progresses.
