The Saint Lucia Air and Sea Ports Authority (SLASPA) and the National Workers’ Union (NWU) have concluded negotiations and signed two back-to-back collective agreements, marking an important milestone in labour relations and employee welfare within the nation’s port operations.
The agreements, covering the periods April 2021 to March 2024 and April 2024 to March 2027, were signed on Thursday, October 16, 2025, during a ceremony held at the Office of the Labour Commissioner. The event signaled what officials described as a strengthened commitment to collaboration, fair compensation, and improved working conditions for SLASPA employees.
Under the new terms, workers will receive wage increases totaling 7 percent in each three-year cycle. The increases are structured as follows:
2021–2024 Agreement
2.0% from April 1, 2021–March 31, 2022
2.5% from April 1, 2022–March 31, 2023
2.5% from April 1, 2023–March 31, 2024
2024–2027 Agreement
2.0% from April 1, 2024–March 31, 2025
2.5% from April 1, 2025–March 31, 2026
2.5% from April 1, 2026–March 31, 2027
In addition to wage adjustments, the agreements reaffirm commitments to employee training and capacity development, improved workplace safety systems, and strengthened health care support.
SLASPA’s Chief Strategy and Business Development Officer and Deputy General Manager, Ms. Grace Parkinson, who led negotiations for both agreements, described the signing as a reflection of the Authority’s commitment to its workforce.
“This is more than a contractual exercise. Our employees are the heart of SLASPA’s operations. These agreements reaffirm our commitment to their wellbeing and professional growth,” she said, extending appreciation to the NWU for its constructive engagement throughout the process.
Secretary General of the NWU, Mr. Johann Harewood, also praised the negotiations, noting that the respectful tone and mutual understanding demonstrated the maturity of the labour-management relationship.
SLASPA further acknowledged Labour Commissioner Joseph Joseph for his guidance during the discussions.
General Manager Mr. Daren Cenac described the simultaneous conclusion of two triennial agreements as historic. He commended both negotiation teams for their professionalism, adding that the successful outcome sets the tone for continued collaboration as the Authority advances its strategic priorities.
Both SLASPA and the NWU expressed confidence that the agreements will boost morale, reinforce stability, and support the continued development of Saint Lucia’s air and sea port infrastructure.
