Saint Lucian police officer Dr. Montelle Felix has made history by becoming the first foreign doctoral graduate in the Crime Prevention and Corrections program at Central Police University in Taiwan. His groundbreaking achievement not only marks a personal milestone but also reinforces the strength of educational diplomacy between Saint Lucia and Taiwan.
Dr. Felix’s doctoral research focused on police officers’ decision-making in intimate partner violence cases, shedding light on a critical issue that intersects academic theory and frontline law enforcement. His work is expected to contribute significantly to policy reform and crime prevention efforts in Saint Lucia.
Reflecting on his time in Taiwan, Dr. Felix described the experience as deeply transformative. “The academic rigor, cultural richness, and unwavering support from my professors and colleagues helped me grow both professionally and personally. Taiwan became more than just a place of study—it became a second home,” he shared.
Returning to Saint Lucia, Dr. Felix says he is inspired to apply his expertise to national development. “I feel deeply honored and grateful for this journey. I now return home equipped to contribute meaningfully to policy reform, public safety, and crime reduction,” he concluded.
