Government Launches National Consultations to Shape Saint Lucia’s Development Agenda Through 2040

The Government of Saint Lucia has officially launched a wide-ranging national consultation process that will lay the foundation for the country’s first-ever National Development Plan (2026–2040) and its Medium-Term Development Strategy (2026–2030).

The initiative, spearheaded by the Ministry of Economic Development and Youth Economy, is designed to assess the current state of the island’s economy and identify strategic priorities across key sectors critical to national growth and resilience.

Titled “Situational and Gap Analysis of Key Sectors of the Economy,” the project commenced on December 1, 2025, and represents what officials describe as a pivotal moment in shaping Saint Lucia’s long-term development trajectory. The findings will inform both the five-year Medium-Term Development Strategy and the broader 15-year National Development Plan — a first for the country.

The consultancy is being led by internationally recognized development expert Dr. Auliana Poon of Leve Global. The review will examine priority areas including tourism, agriculture, infrastructure, education, health, sustainable development, citizen security, and other sectors deemed vital to economic and social advancement.

Chief Economist in the Department of Economic Development, Charlin Louisy Regis, underscored the importance of broad participation in the planning process. “The Government of Saint Lucia recognizes the importance of a participatory process in charting the way forward for our first National Development Plan and third Medium-Term Development Strategy,” Regis said. “This evidence-based approach is expected to reflect the needs, challenges, and aspirations of our people, resulting in a more inclusive and sustainable framework to guide national development.”

The first phase of consultations is scheduled to take place from February 24 to 27, 2026, engaging representatives from the public sector, statutory bodies, non-governmental organizations, and civil society groups.

Broader public engagement will follow, with town hall meetings expected later this year to allow citizens across the island to contribute their perspectives. Stakeholders will also participate through one-on-one interviews, focus group discussions, and an online survey open to all Saint Lucians. Additionally, participants will have opportunities to review and validate the findings before the strategies are finalized.

Officials say the consultation process reflects a renewed commitment to inclusive governance and people-centered development planning. “The Government of Saint Lucia remains committed to an inclusive and participatory development planning that places people at the center of decision-making. This national consultation represents a significant investment in understanding the country’s current realities and charting a clear and strategic path toward a more prosperous and sustainable future for all Saint Lucians,” Regis added.

The outcome of the consultation is expected to shape national policy direction for the next decade and beyond, influencing investment decisions, sectoral reforms, and the overall economic framework guiding Saint Lucia’s future.
