Beginning October 13, 2025, the Ministry of Equity, Social Justice and Empowerment will launch a series of national mini consultations aimed at engaging persons with disabilities, their families, representative organizations, and key stakeholders in meaningful dialogue on the Draft National Policy for Persons with Disabilities. The consultations, which run until October 24, 2025, seek to gather feedback that will shape a more inclusive and responsive national framework for disability rights and empowerment.
The development of the policy follows a comprehensive Situation Analysis of Persons with Disabilities in Saint Lucia, which provided a detailed understanding of the lived experiences, challenges, and accomplishments of persons with disabilities (PWDs). The analysis and resulting policy framework aim to advance inclusion, equity, and accessibility for all citizens, in alignment with Saint Lucia’s commitments under the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD).
The draft policy outlines a vision of an inclusive and accessible Saint Lucia where persons with disabilities can participate fully in every aspect of national life. It is guided by principles of dignity, equality, autonomy, and participation, and establishes clear objectives to protect human rights, eliminate discrimination, strengthen national awareness, and promote equitable access to services, employment, and justice.
The upcoming consultations seek to facilitate national dialogue and build consensus on the policy’s recommendations, ensuring that the voices and perspectives of persons with disabilities are central to its finalization. These consultations will be held across several communities island-wide, as follows:

In addition to these island-wide sessions, specialized consultations will also be held with professional groups and other key stakeholders.
Leading the policy development process is Dr. Clementia Eugene, a professional and academic social worker with over two decades of experience in social development, child protection, and education. Her leadership has ensured that the draft policy is grounded in evidence, inclusivity, and human rights.
