The Department of the Public Service is set to launch its Five-Year Strategic Plan in 2025, a transformative initiative aimed at enhancing efficiency, improving service delivery, and fostering innovation across the public sector. This roadmap for modernization aligns with the Department’s mission to strengthen public administration and better serve the people of Saint Lucia.
Announcing the plan, Permanent Secretary Ms. Janet Barnard commended staff for their dedication in 2024 and expressed confidence in the collective effort needed to achieve the Department’s objectives. “Your commitment to excellence continues to propel this Department forward,” she stated. “Together, I am confident we will achieve even greater milestones in the year ahead.” She further emphasized the importance of collaboration, inclusivity, and professionalism, urging public officers to embrace both the opportunities and challenges that lie ahead.
Alongside the Strategic Plan, the Department is finalizing the Public Service Management Bill, which will replace the outdated Staff Orders and modernize the framework governing public service operations. This legislative reform is expected to increase accountability, efficiency, and responsiveness, ultimately improving the delivery of government services. Ms. Barnard called on public officers to contribute their insights to ensure a more effective and forward-thinking public service.
“This is an opportunity to uphold the highest standards of public administration,” she noted. “Your input will be invaluable as we work to enhance our services and strengthen the foundation of governance.”
With a renewed focus on infrastructure, digital transformation, and policy innovation, the Department aims to optimize resources, refine processes, and ensure a more dynamic public sector. As Saint Lucia continues its path of progress, the implementation of the Five-Year Strategic Plan will play a crucial role in shaping a more efficient, people-centered public service.
