Selene Project Aims to Revive Historic Halcyon Sands Site in Vigie

A new chapter in Saint Lucia’s tourism history could soon begin in Vigie, as plans advance for Selene, a proposed luxury hotel and branded residences development at the former Halcyon Sands Hotel site.

Developers say the project represents a restoration rather than an expansion into untouched coastline. The property, originally known as the Blue Water Beach Hotel, formed part of the island’s tourism landscape since the 1960s before closing in the early 1990s.

Selene is designed to bring renewed life to that same footprint while aligning with modern architectural, environmental and community standards.

The development is proposed under the Marriott Autograph Collection, a global portfolio of more than 200 independent hotels across over 30 countries. Unlike traditional branded properties, Autograph Collection hotels are known for reflecting the character and culture of their surroundings.

If approved, Selene would be Saint Lucia’s first non-all-inclusive Autograph Collection hotel. This model encourages guests to explore beyond the property and engage with local restaurants, tour operators and attractions.

Located along Vigie Beach near George F. L. Charles Airport, the project sits within an already established urban coastal zone that includes embassies, schools, restaurants and cafés.

Plans outline a six-storey, 150-room ocean view hotel alongside a ten-storey building featuring 58 branded residences designed for both short-term and long-term stays.

Shared amenities would include restaurants, a spa, gym, pool, event spaces and parking. A separate three-storey building would initially function as back-of-house facilities and a sales centre, with future plans for conversion into retail space such as a grocery store and pharmacy.

Architecturally, the design incorporates wooden elements, balconies, natural ventilation and warm tones inspired by Saint Lucia’s heritage. Developers indicate that building heights have been positioned closer to the hillside to preserve view corridors, maintain airflow and reduce the visual impact along the beachfront.

A key feature of the proposal is the commitment to full public access to Vigie Beach. Developers state that no gates or fences will block entry, and plans include upgraded amenities such as changing rooms, shaded seating, improved lighting and landscaping.

The project is not intended to function as a party destination, with emphasis placed on maintaining a calm and respectful beachfront atmosphere.

If realised, Selene would represent a significant reinvestment in one of Saint Lucia’s historic tourism sites, blending international hospitality standards with local identity and public accessibility.
