OECS Leaders Urged to Strengthen Regional Unity Amid Global Uncertainty

Shifts in global politics, particularly evolving policies in the United States, are creating significant challenges for the Organisation of Eastern Caribbean States (OECS). Addressing these concerns, Dr. Didacus Jules, Director General of the OECS, has emphasized the urgency of unity among member states to navigate the shifting geopolitical landscape.

Speaking at the 3rd Council of Ministers for Migration Meeting on March 5 at the Radisson Convention Centre, Dr. Jules underscored the need to strengthen economic and social integration as a defense against mounting external pressures. He pointed out that reductions in foreign aid, stricter immigration policies, and new export tariffs are already straining OECS economies and societies.

“To face these challenges, we must work together as a unified bloc. By strengthening our bonds, we can reinforce our economic and social integration, making us more resilient against external pressures,” Dr. Jules stated.

These changes have also increased the burden on OECS nations to manage the reintegration of deportees, a process that carries significant social and security costs. Dr. Jules stressed that the Council of Ministers for Migration Meeting is crucial for advancing regional integration by developing policies that balance free movement with strong border security and updated immigration frameworks.

Among the key agenda items are the implementation of the OECS free movement regime and the OECS Policy on Rights Contingent on the Right to Freedom of Movement. These policies seek to ensure OECS citizens can stay, work, and access services without discrimination. Other major discussions include strengthening border security, addressing migration challenges caused by environmental disasters, implementing the CARICOM Arrest Warrant Treaty and Model Bill, and establishing API (Advance Passenger Information) and PNR (Passenger Name Record) legislation to improve passenger data collection.

The meeting comes amid a rapidly changing global environment, with increasing unilateral trade measures, stricter immigration enforcement, and rising nationalism reshaping international relations. Outgoing Council Chairman and Grenada’s Prime Minister Dickon Mitchell stressed the importance of regional leadership in responding to these pressures, urging policymakers to remain committed to advancing OECS integration.

“This meeting is a pivotal moment for delegates to fully commit to advancing the Economic Union project,” Prime Minister Mitchell stated.

Representing Saint Lucia at the high-level discussions is Minister Jeremiah Norbert, who joins other OECS leaders in shaping policies that will define the region’s future migration and integration strategies. As global uncertainty continues to grow, leaders are reinforcing the message that only through stronger collaboration and a unified approach can the OECS effectively navigate these complex challenges.
