Public Consultations Underway for Saint Lucia’s Regulated Substances Bill

Castries, Saint Lucia – February 27, 2025 – The Regulated Substances Authority (RSA) is actively engaging citizens across Saint Lucia as consultations on the Regulated Substances Bill continue. The proposed legislation aims to establish a standardized framework for the use, sale, and commercial regulation of substances such as cannabis, tobacco, and alcohol.

At a town hall meeting held at the Gros Islet HRDC on Tuesday night, RSA Chief Executive Officer Dylan Norbert-Inglis emphasized the importance of public participation in shaping the bill. He urged citizens to attend consultations and provide feedback, noting that the legislation will have far-reaching implications on daily life and various sectors.

“This industry will impact every Saint Lucian in some way. It is critical that you understand what the Bill provides for so that if you have any concerns or recommendations, you can submit them for consideration before it is finalized,” Norbert-Inglis stated.

One of the most discussed aspects of the bill is the provision for amnesty and recognition of traditional cultivators. Many citizens have sought clarity on the eligibility criteria for amnesty and the benefits available to individuals with prior involvement in the industry. According to Norbert-Inglis, public feedback has been instrumental in refining these components of the bill.

The RSA encourages all Saint Lucians to review the draft legislation, which is available on the Ministry of Commerce’s website. Citizens can also submit feedback in person at the RSA office located at the Saint Lucia Bureau of Standards Headquarters in Bisee, Castries.

The RSA has scheduled additional public consultations in the coming weeks to ensure widespread community engagement:

March 5 – Vieux Fort (Ministry of Commerce)

March 6 – Babonneau (Human Resource Center)

March 11 – Anse La Raye (Parish Hall)

March 12 – Castries (Castries City Council)

With Saint Lucia moving toward comprehensive substance regulation, the RSA is making it clear that the input of citizens will play a pivotal role in shaping the final framework of the bill.
